
Senior Electrical Engineer Philip Badger III, P.E., and Architect Benjamin Stoodley, AIA, have been promoted to Firm Associate by unanimous vote of WBRC’s Board of Directors.
This is in recognition of their project leadership, teamwork, commitment to excellence, and service to clients.
“Phil Badger and Ben Stoodley both have the essential qualities we look for in Firm Associates,” says WBRC COO Steph Laplant. “They are truly skilled professionals who hold themselves to a very high standard. Ben and Phil are a pleasure to work with and are genuinely dedicated to the success of our clients.”

Philip E. Badger III, P.E., Promoted to Firm Associate
WBRC’s Board of Directors is pleased to announce the promotion of Philip E. Badger III, P.E., to Firm Associate. An Electrical Engineer, Phil joined WBRC in 2023 as its new Electrical Engineering Department Manager.
“When Phil joined our team two years ago,” WBRC CEO Ray Bolduc says, “he was already known and respected by many of our clients. Phil is a natural connector and brings years of experience and problem-solving skills to every project. All of us on the Board welcome Phil to our Associates team and look forward to his continued leadership at WBRC.”
Phil Badger began his career as a licensed Master Electrician at his family’s commercial contracting business before deciding to pursue a career as an Electrical Engineer. After graduating from the University of Maine, he joined WBRC for a short time as an intern. Over his career, Phil has worked for firms in Maine, Massachusetts, and Florida, bringing a wealth of experience back to WBRC nearly two decades later.
Phil’s career portfolio includes work on 35+ healthcare campuses, state and federal government facilities, schools and university buildings, and several theme park facilities for Disney in Orlando, FL and Anaheim, CA. Recent and current projects at WBRC include multiple athletics facilities at the University of Maine, new construction and renovation projects for MaineHealth, the Veterans Administration, Northern Light Health, U.S. Postal Service, GSA, and the City of Sanford, among others.
Phil is a licensed Professional Engineer in Maine, New Hampshire, New York, Rhode Island, Vermont, Connecticut, Massachusetts, Virginia, Pennsylvania, Ohio, North Carolina, Georgia, Texas, California, and Florida. Like many members of WBRC’s engineering team, he is a University of Maine alum, earning a Bachelor of Science in Electrical Engineering Technology. He is also a Maine-licensed Master Electrician and has received special training in fire safety, telecommunications, and National Electrical Codes.
Phil is a member of Maine Healthcare Engineers’ Society (MEHES), New England Healthcare Engineers’ Society (NEHES), and the National Society of Professional Engineers. He is also a Youth Volunteer coach and past Brewer Ice Hockey Boosters club president.
Benjamin Stoodley, AIA, Promoted to Firm Associate
WBRC’s Board of Directors is pleased to announce the promotion of Architect Benjamin Stoodley, AIA, to Firm Associate. Since joining WBRC in 2016, Ben has contributed to WBRC projects in both the public-sector and private sector, completing projects for the Veterans Administration, Northern Light Health, USPS, and several Maine school districts, as well as commercial clients including Hannaford and L.L.Bean.
Jocelyn Boothe, WBRC Principal and Healthcare Studio Director, says, “Ben joined us right after earning his B. Arch degree and quickly became a trusted member of the team,” she says. “We learned that Ben was excellent in the field, doing an amazing job during the construction of Aura in Portland and later as a full-time, on-site clerk of the works at Belfast Area High School. His understanding of constructability and project coordination is a huge asset for us, something we will continue to rely on.”
Ben’s attention to detail, Jocelyn says, is also something that sets him apart. “He is constantly analyzing, asking questions and looking to dig deeper into the how and why of codes and standards and best practices. With his questions, he often brings to light issues that others have missed and then puts together innovative ideas on how to solve them. As both an Architect as well as an artist, Ben sees projects through a different lens and brings together a very special mix of creativity and constructability on any project he works on. Ben’s presence on a project makes everything better.”
Ben Stoodley earned his Bachelor of Architecture (B. Arch) degree from the University of Maine at Augusta and joined WBRC shortly after graduating. He has progressed over the last nine years from a young designer to a licensed architect, trusted to lead the coordination of multidisciplinary teams in complex projects spanning from small renovations to ground up critical access hospitals.
Ben is a supporting member of the Maine and New England Healthcare Engineers Society (MEHES and NEHES). He is part of the fine art design duo MSK+, specializing in metal sculpture and fabrication, and is an accomplished watercolor painter.
